① Top down: Goals and objectives are structured from 'top to bottom', a cascading process down the hierarchy, with goals becoming more specific the 'lower' down the hierarchy.

② Bottom up: People in individual departments set their own goals, which eventually shape the overall goals of the organization.

③ By precedent: Some goals are set simply because they have been set before.
